Action Alert: Write to your Foreign Minister, before November 8th, urging support for a UNGA decision to hold a High-Level Nuclear Disarmament Conference no later than 2018
The 120-nation Non-Aligned Movement (NAM) is proposing that the world get serious about establishing a nuclear weapon free world. Their draft resolution put before the UN General Assembly’s First Committee envisages “the urgent commencement of negotiations, in the Conference on Disarmament, for the early conclusion of a comprehensive convention on nuclear weapons” along with, “no later than 2018, a United Nations high-level international conference on nuclear disarmament to review the progress made in this regard.” To help build public awareness of and support for such a course of action, the resolution declares 26 September “International Day for the Total Elimination of Nuclear Weapons.”
This resolution, above all the others before the First Committee, most directly challenges the international community to take action which could lead to the realization the 2020 Vision of Mayors for Peace. It thus merits our full support. Given the NAM’s backing, its adoption is assured. But its implementation will depend greatly on the breadth of support it garners. The Movement’s observers, another 17 countries, will most likely support it. But many countries, especially those in alliance with nuclear-armed states, will be under intense pressure to vote against it or abstain. “Counter-pressure’ from cities will help those countries stand up for the resolution, or at least not vote against it. The draft Action Alert letter on the right provides you with a tool to exercise such ‘counter-pressure.’ Please use it right away.
As with any far reaching proposal, this one raises a host of questions. The appended analysis section explores these questions with a view to preparing you for a dialog, which the Action Alert letter may elicit, with your government. The Ypres Secretariat stand ready to assist in such dialog as well, please do not hesitate to make use of our services.
