Itinerary of Mayors for Peace Delegation to the 2nd NPT Review Conference Preparatory Committee Meeting, 28-30 April 2008

FINAL VERSION?  Yes, unless the General Debate at the NPT PrepCom extends beyond Tuesday morning, thereby pushing the afternoon NGO Presentation over to Wednesday morning.  The Chairman of the PrepCom has assured us that he is working to ensure this does NOT happen.  Let’s us hope he has his way with the conferees.

 

LANGUAGES: Simultaneous interpretation between Italian and English will be provided on Tuesday and Wednesday mornings and Wednesday lunchtime only.  (French and German have been canceled due to lack of demand.)  At other times, delegates are expected to make their own arrangements for interpretation.  The Appeal and Protocol will be available in English, French, German, and Italian.  (All official PrepCom sessions, including the NGO Presentation session on Tuesday afternoon, will have simultaneous interpretation into Arabic, Chinese, English, French, Russian, and Spanish.)

PARTICIPATION: All events are open to disarmament diplomats and NGO representatives unless otherwise stated.

0930: Meeting of the Board of Directors of the 2020 Vision Campaign

This will be the first meeting of the Board since the 2020 Vision Campaign Association was created by decision of the Executive Conference of Mayor for Peace in November 2007.  The meeting will be conducted in English.  Observers are welcome. 

1200: Bus to the Palais des Nations for registration of delegates

Obtain your UN security pass at the Pregny Gate, which is on Avenue de la Paix across from the Red Cross.

1315 Lunchtime: Europe and a Nuclear Weapons Convention

Co-organized with Abolition 2000 Europe; Mayor Akiba and Senator Vankrunkelsven (member of the 2020 Vision Campaign Board) will address the workshop, as well as former French Prime Minister Michel Rochard.  Members of the delegation are encouraged to participate in the discussion

 

1500: Lobby meetings with government delegates and PrepCom officials

We will divide into English- and Italian-speaking groups which will each meet with three or four government delegations (selection of governments TBD).

1845: Reception/buffet in honor of delegation hosted by the Executive Council of the City of Geneva  (by invitation only.)

The theme Human Rights and Protecting Cities from the Scourge of War.  In 2008, the City of Geneva will hold many events commemorating the 60th Anniversary of the Declaration of Human Rights.  There will be brief remarks by Mayors Mugny and Akiba.

First ever Russia-United States cosponsored NPT event.  They may raise the challenge of ‘globalizing’ the bilateral INF Treaty, which raises a number of profound questions.

 

1500: Formal NGO Presentation to PrepCom

At every NPT PrepCom meeting, NGO are allocated a three-hour session in which to present their views on nonproliferation and disarmament; an hour of that time is for Q&A.  By agreement the NGO have allocate 15 minutes to Mayors for Peace.  A few mayors will share this time in a coordinated presentation (details to be announced).

H.E. Sr. Luis Alfonso de Alba, Mexican Mission to UN, Geneva

‘Brown-bag-lunch’ dialog with diplomats and NGOs, co-organized with Middle Powers Initiative, and sponsored by the Permanent Mission of Mexico to the United Nations, Geneva.  Since 2006, there have been five Article VI Forums all with excellent participation from disarmament diplomats.   Three were hosted by the Foreign Ministries of the Netherlands, Canada, and Ireland and one by the International Atomic Energy Agency.  The next, in January 2009, will be hosted by the German Foreign Ministry.
